marriage in russia ??

Hi folk Could someone enlighten me as to i am going to moscow and been in contact with partner for 2  1/2 yrs 

to no avail can my partner leave moscow as unable to get visa due to official reply 😐doesnt or meet me before 

and will not allow to leave .

So it is best i go to and get married in moscow and myself back to NZ but but will my new wife be able to leave

moscow to my home land new zealand ????????? be rather nice if some one could enlighten me  thank you !!
