This comment is for all who responded, thank you very much! Yes, I was recently on holiday in Turkey. Still a lot of Russians there on holiday! The problem is that my girlfriend has never flown before and does not dare to fly to Turkey alone. The meeting should therefore take place in Russia. I have now found out that I can get a visa through the visa office in the Netherlands. And that the cost of a plane ticket from Istanbul to Moscow or Kazan is very high. I can buy rubles at Istanbul airport. A valid question is whether it's wise to travel to Russia in this situation. That's why I hope someone responds who has done this lately! By the way, I have been to Russia several times, so the trip itself is not unknown to me! Beautiful nature and culture, great people!
